Cedar Hill ISD academic team outlines 2025–2030 goals, schedules progress‑measure reviews

Dr. Charlotte Ford, the district’s chief academic officer, presented the Cedar Hill Independent School District’s board goals for 2025–2030 and explained how the district will measure progress at district, campus and classroom levels. "For our 3rd graders in reading, we'll go from 38% to 46% from 2025 to 2030," Ford said, identifying targets the board developed after reviewing data and state requirements under House Bill 3.

Ford told trustees the board set targets using quintiles to create attainable, measurable goals and that the district will translate those board goals into teacher‑level expectations. She described the approach as a two‑step process: the board will set the high‑level goals and staff will return with progress measures and guardrails. Trustees agreed staff will present goal progress measures at the Aug. 18 meeting and superintendent guardrails on Sept. 2, with district and campus improvement plans to follow in October.

Trustees pressed staff to improve public messaging so parents understand the difference between quintiles and raw percentages and to use town halls and campus meetings to explain how growth targets translate to classroom work. Ford emphasized growth as the primary focus and noted some accountability measures (particularly CCMR) can shift as state rules change. "Our goal for CCMR is to go from 80% to 90%," she said, adding that CCMR is a moving target tied to state accountability definitions.

Next steps: staff will return with progress measures and guardrails on the schedule agreed by trustees, and the board will vote on the formal adoption of these goals at a future meeting.
