Council considered ordinance 581-y, a planned-unit development (PUD) proposal, after pulling the item from the consent agenda for separate discussion. The presiding official explained the council would condition approval so the PUD’s total density remain at or below 4 units per acre and the amenity center not be located in the APZ (accident-potential zone). Staff told council the PUD packet already contains language limiting overall density to no more than four units per acre and that revised site plans moved the amenity center outside the APZ. "So, we do not exceed the 4 units per acre," staff said, noting the developer’s latest alternatives place the amenity center outside the APZ.
Council members pressed on infrastructure implications, especially water. Council member Ruval and others asked whether the city had capacity under a stage-4 drought scenario and whether an $1,800,000 first-year water-rights obligation noted in prior materials was a city responsibility. Staff said an analysis suggested capacity at full buildout but could not immediately confirm all details; council agreed to hold an executive session to review water-rights details. After discussion the council voted to approve the PUD with the stated conditions.
