Calumet County staff outline $94,502.27 entitlement and rules for 2026–2027 MSI cycle

County Highway Commissioner Chad Scheinoha presented an overview of the Municipal Street Improvement (MSI) Program for the 2026–2027 cycle, telling the committee the entitlement amount is $94,502.27 and that the program sunset date is June 30, 2031. He described application categories available to municipalities, including Municipal Street Improvement Discretionary (MSID) and Municipal Street Improvement Supplemental (MSIS) projects, and outlined that applications will be considered at the next meeting.
Scheinoha also raised an administrative question about the City of Kiel’s primary county for funding eligibility, saying he would confirm whether Kiel falls under Calumet County or Manitowoc County before the next meeting. The committee will use that determination to confirm which municipalities are eligible to apply for MSI funds in the coming cycle. The next meeting is set for Oct. 27, 2025, when applications will be reviewed, discussed and prioritized.
