Council approves MOU with Unlimited Play to plan inclusive playground at Jim Wood Park

Steubenville City Council voted Sept. 9 to authorize the city manager to enter into a memorandum of understanding with Unlimited Play, Inc. to plan a potential inclusive playground at Jim Wood Park. The measure passed on its third and final reading by roll-call vote with all members voting in favor and will take effect Oct. 9, 2025.
During the third reading, Council Member Matthew Mayo asked whether hiring Unlimited Play for both planning and construction would present a conflict of interest. Assistant Law Director Bernie Battistel replied, “Right. There wouldn’t be a conflict.” Council did not amend the ordinance and moved to adopt it as presented.
