Steubenville City Council adopted Ordinance No. 2025-58 on third and final reading Sept. 9, authorizing the city manager to advertise for bids and enter contracts for needed supplies for the Service Department for the 2026 year. Mayor Jerry Barilla called for the question and, on a roll-call vote, council recorded all ayes and declared the ordinance duly adopted; the ordinance is scheduled to take effect Oct. 9, 2025.
The ordinance authorizes advertising for bids, rejecting any or all bids, and entering into contracts and payments in accordance with law. Council did not raise substantive questions about the ordinance during the third reading, and no amendments were offered. The meeting minutes record the formal adoption and the effective date set by the ordinance.
