Council approves transfer agreement with Jefferson County Port Authority for N. Fifth Street properties

Steubenville City Council unanimously adopted Ordinance No. 2025-62 on Sept. 2, authorizing the city manager and mayor to sign a Conditions of Transfer Agreement with the Jefferson County Port Authority for property located at 821–823 and 827–829 N. Fifth Street.
Mayor Jerry Barilla read the ordinance and asked for comment; Councilman Hernon "called question," and roll call was recorded as all ayes. Mayor Barilla declared Ordinance No. 2025-62 duly adopted. The ordinance was declared an emergency and will take effect upon the mayor’s signature.
Council did not record further debate or detail on the terms of the transfer in the minutes. The adoption places signature authority with city leadership and moves the municipal record forward toward executing the Conditions of Transfer Agreement with the Port Authority.
