The Steubenville City Council unanimously adopted Ordinance No. 2025-57 on Aug. 19, accepting the amounts and rates determined by the Budget Commission and authorizing the city to certify the necessary tax levies to the county auditor. Councilman McManamon called the question and the mayor declared the ordinance duly adopted.
Mayor Jerry Barilla announced the ordinance will go into effect on Sept. 18, 2025. The adoption followed the standard third-reading procedure; the council provided an opportunity for public comment but no speakers took the floor on the ordinance. The action is procedural and final: the clerk will transmit certification to the Jefferson County Auditor as required by law.
