The Lewistown City Commission approved the 2025–2026 annual plan for the Targeted Economic Development District (TEDD) at its Aug. 18 meeting.
City Manager Nikki Phelps described the TEDD boundaries (from the hospital west to the grocery) and said the district’s FY2026 tax increment revenue is estimated at $153,865. The TEDD budget proposed 10% for private property investment, 65% for infrastructure investment, 15% for discretionary opportunities and 10% for reserves.
Commissioners asked whether infrastructure eligibility was limited to water and sewer; Phelps replied it was broader — it could include survey work, paved roads, improvements, cable or rail line components so long as there is a public component. Commissioner Buehler moved to approve the TEDD annual plan and Commissioner Hewitt seconded; the motion passed unanimously by roll call.
