Lewistown to Sponsor Homeword CDBG Application for Ouellette Place

The Lewistown City Commission voted Aug. 18 to sponsor a Community Development Block Grant (CDBG) application from Homeword for Ouellette Place, a low- to moderate-income housing project.
City Manager Nikki Phelps introduced Homeword’s request and said the City’s role would be limited to sponsorship while Homeword handles application preparation and administration. “Homeword will do all the work of making application,” project manager Julie Stiteler said during the meeting, and Phelps confirmed the application is due Sept. 17.
Commissioner Buehler moved to approve the City sponsoring the CDBG application; Commissioner Hrubes seconded and the motion passed unanimously by roll call. Phelps told the Commission that, if the City sponsors the application, it must hold two public hearings: one on community needs and another specific to the proposed project. No public commenters spoke on the item at the meeting.
The sponsor vote does not itself commit City funds to the project; Phelps said Homeword will administer the grant, including monitoring, compliance and reporting. The next required steps are the two public hearings and Homeword’s formal submission of the application to the grantor by the Sept. 17 deadline.
