Council approves $87,147 piggybacked slurry-seal contract for neighborhood streets

Dell Rapids city staff recommended awarding the 2026 slurry-seal work via a piggyback agreement with the City of Sioux Falls, and council approved the recommendation and contract amount of $87,147.60.
During the presentation, staff said the city budgeted approximately $90,000 for the work, and called out that the selected Sioux Falls bid came in at $87,147.60. Lance Mayer of DGR Engineering said the scope is square-yard based with an effective minimum and listed streets planned for treatment: 11th Street from Clark Avenue to State Avenue; 8th Street from Juniata to Garfield Avenue; State Avenue from 8th to 12th; and a section of Orleans Avenue from 10th to 12th. “Basically, the streets that are gonna be done are 11th Street from Clark Avenue to State Avenue, and then, 8th Street,” Mayer said. Council approved the motion to accept the recommendation by voice vote.
Council members asked about weather impacts on application and staff explained that dry conditions are favorable but final results depend on spring precipitation patterns. The contract award will allow staff to schedule the work when seasonal conditions are appropriate.
