The Downtown Development Authority took several formal actions on Sept. 23, 2025. The board voted unanimously to approve the regular meeting minutes and executive session minutes from Aug. 26. It authorized the chair to sign a second amendment to the purchase-and-sale agreement with Greystar Development East, LLC to incorporate approved environmental-engineering and legal work. The DDA also authorized the chair, in consultation with counsel, to accept and negotiate a United Bank Shares term sheet dated 09/19/2025 for short-term financing to purchase two Pierce parcels (5,546 and 5,554 Peachtree Road), while requiring that any commitment or loan fees payable before closing receive additional board approval.
The board approved City use of DDA lots for Taste of Chamblee on Oct. 18 (2161 Urbandale; 5442 Peachtree Road; 3519 Broad Street) and adjourned the meeting. The Frasier at Old Town Gordon incentive request — a $25,000,000 package with a $14,175,000 affordable-housing subtotal tied to 63 units at 80% AMI — was discussed at length but no vote was taken; the board requested further pro forma documentation and consideration of alternative incentive structures.
