Naomi Brown, the city's licensing and revenue officer, presented an ordinance amending the alcohol code to create a license type permitting grooming-service establishments to provide limited complimentary beer or wine to patrons receiving services.
Brown told council the license would be limited to one type of alcohol (beer or wine), allow up to 12 fluid ounces of beer or 6 fluid ounces of wine per patron within a 24-hour period, and limit hours of service (Monday'Friday 9 a.m.--8 p.m.; Sunday 11 a.m.--8 p.m.). She said all employees serving beverages would be required to obtain Chamblee handling permits. Brown also noted the ordinance text in the packet matched the intended ordinance and that an updated cover sheet would be provided for Tuesday's meeting.
Council questioned whether servers needed to be licensed cosmetologists or could be staff with handling permits; Brown said the establishment must be a grooming business and employees who serve must obtain handling permits, though the servicer does not necessarily need to be a licensed cosmetologist. The proposal excludes hard spirits, Brown said. Staff will confirm the precise age and permit requirements prior to the Tuesday reading.
