Avon’s City Council on Jan. 12 voted unanimously to authorize the mayor to enter a multijurisdictional agreement establishing the Eastern Lorain County Emergency Response Team (ELCERT). The ordinance (No. 3‑26) names Avon, Avon Lake, North Ridgeville and the Westshore Enforcement Bureau as participants in the emergency response team.
Council moved to suspend the rules and act on the ordinance during the meeting; the motion to adopt passed 7–0. The minutes record the measure as an emergency ordinance, enabling immediate authorization for the mayor to sign the agreement.
