Council members said the rule may no longer reflect modern delivery patterns and can discourage downtown residents from living in the central business district. Resident Dave Schmidt told the council inconsistent enforcement—along with other outstanding ordinance issues—has created confusion and asked the council to review multiple ordinances comprehensively. Suggestions during discussion included removing the restriction entirely, limiting enforcement to weekdays, or preserving it only for snow‑route conditions.
Staff indicated the consensus was to move toward removing the overnight prohibition and will bring follow‑up language and enforcement recommendations to a future meeting for formal action.
