Calhoun County ISD board orders written explanation, sets SPED hiring language after parent grievance

On Feb. 11, 2026, the Calhoun County Independent School District Board of Trustees reconvened in open session at 8:04 p.m. and approved a motion directing Superintendent Evan Cardwell, with the help of counsel, to draft a written explanation for why parent Lacey Vasquez was not put on the meeting agenda. The motion, moved by Dana Dworaczyk and seconded by Bill Shrader, passed with five ayes and one abstention from Board President Cindy Alford.
The board also took two related steps addressing Vasquez's relief requests. The trustees voted to require that Seadrift job postings include either Texas special education (SPED) certification or, for applicants certified in another state, a willingness to obtain Texas SPED certification in a timely manner. That motion was moved by Dworaczyk and seconded by Shrader and recorded as carried with the same 5-0 tally and Alford recorded as abstaining. Separately, the board voted—on a motion moved by Dworaczyk and seconded by Vinson Phillips—to assure Ms. Vasquez that neither she nor her child would be subject to retaliation or adverse treatment; that motion likewise carried with five ayes and one abstention.
The board's minutes state that the hearing on the parental complaint concluded at 8:08 p.m. and that the motions were recorded as: AYES—Dworaczyk, McAfee, Phillips, Robles and Shrader; NAYS—none; ABSTAIN—Alford. The approved action assigns Superintendent Evan Cardwell to prepare the written explanation with counsel; the minutes do not specify a deadline for that deliverable.
