Human Resources Director Chelle Wright and Superintendent Joe Gent told trustees the NEPF report is being filed to meet state legal requirements while the district prioritizes practices that staff say more directly drive student achievement. Assistant Superintendent Laura Weir confirmed the Test Security Manual is a state-required document covering staff training, supervision and security protocols for district testing. Board Clerk Larry Small asked clarifying questions about the manual; the item was carried after a motion and second and a 7–0 vote.
Board discussion framed the NEPF filing as compliance-focused rather than a primary lever for instructional change. Members emphasized the district will continue to focus on locally driven practices to improve instruction while meeting reporting obligations. The approval ensures the district meets state test-security and reporting obligations ahead of the school year.
