Resident alleges widespread errors and 'criminality' at Lubbock Central Appraisal District

James Harris, a resident of Lubbock, addressed the Friendship ISD Board during public forum and said he has "transmitted to the ISD evidence of criminality and extreme slackness at our tax collector, Lubbock Central Appraisal District." He told the board he first shared the material on Aug. 26 and that "I've not been contacted by anyone from the ISD since."
Harris accused the appraisal district of poor bookkeeping and cover-ups, saying the agency "is an error factory" and that "more than $600,000,000 of our tax dollars run through LCAD each year." He told trustees the problems he documented reach back to at least 2018 and asked the board to use its authority as a taxing unit to press for change. The board did not move to investigate or take formal action on Harris's allegations during the meeting; Harris said the evidence he referenced had been provided to the district but recorded no response from staff during the session.
