Maine Lottery reports strong draw sales, launches 'Millionaire for Life' and advances LD 2095

Director Louis Luchini told commissioners the new instant game 'Millionaire for Life' had a successful launch. He also updated the Commission on LD 2095, the Bureau's department bill aimed at prohibiting bulk purchasing of lottery tickets; the bill was amended to set the bulk threshold at $25,000 and the Veterans and Legal Affairs Committee added an emergency preamble and voted Ought To Pass As Amended by unanimous recommendation.
Lottery sales for FY26 were reported as follows: Draw Sales $63,188,488 (FY26) vs. $46,668,435 (FY25), an increase of $16,520,053 or 35.40%; Fast Play sales were $13,122,566 (down 6.60% vs FY25); Instant sales $212,641,901 (up 1.38%); Total Combined Sales FY26 $288,952,955 (up 6.83% vs FY25). The Commission also recorded lottery profit transfer figures: February FY26 actual transfer to the General Fund was $4,867,712 and YTD actual was $56,971,236.
Calvin Rinck presented four new instant games for approval (Fast $100; High Card Poker; Color Blast Crossword; Hot $1,000s). Commissioner John Schneck moved to accept the games; Commissioner Kim Monaghan seconded and the roll-call vote was unanimous.
