Commission hears legislative and rulemaking updates on distilling, bottle deposit and rule chapters

Director Louis Luchini provided the Commission with a legislative and rulemaking update on March 10. He said LD 2160, a bill concerning craft distilling that would have limited inspections and altered distillery license terms and fees, was unanimously voted "Ought Not to Pass" in committee. Luchini reported LD 2155 (which would increase the number of Chapter 43 licensees a manufacturer with majority interest may hold per manufacturing facility from three to 12) remains under consideration by the Veterans and Legal Affairs Committee.
Luchini also briefed commissioners on an Environment and Natural Resources Committee bill that would require the bottle deposit cooperative to pay certain costs from unclaimed deposits; the Bureau is watching the potential fiscal impact to funds currently flowing to the Highway Fund and noted an exemption for the Bureau was proposed. On rulemaking, Luchini said Chapters 104 and 107 (addressing the "thing of value" standard) have completed public hearings and were forwarded to the Attorney General for final form and legality review.
