Maine Liquor and Lottery Commission advances Chapter 5 appeal rule, approves routine listings and price changes

The Maine State Liquor and Lottery Commission on March 10 unanimously amended its Regulatory Agenda to add a new Chapter 5 to establish an administrative appeal process required by a 2022 law and voted to advance the draft rule into the rulemaking process. Commissioner Kim Monaghan moved to amend the Regulatory Agenda; Commissioner Stacey Fitts seconded and the roll call vote was unanimous.
Acting Deputy Director Tracy Willett presented the draft Chapter 5 material and framed it as the Bureau's first step to create a formal appeals route for licensees and others affected by Bureau decisions. Commissioners then voted unanimously to move the rule forward "as drafted," with Commissioner Fitts making that motion and Commissioner Monaghan seconding.
The Commission handled a slate of operational approvals in the same session. Commissioner John Schneck moved to approve 52 new product listings presented for March; Commissioner Monaghan seconded, and the motion passed on a unanimous roll call. The panel also approved nine label changes, three value‑added packs, 164 quarterly price adjustments and 84 items for delisting; each action was approved by roll call as presented.
The Commission recorded these motions and the unanimous votes as the formal record; the next regular meeting is scheduled for April 14, 2026 at 10:00 A.M.
