Council renames Recreation Department, approves $95,000 contract for recreation plan phase 2

Director John Doyle told council the Department of Recreation’s scope has expanded to include parks, green space management and grounds maintenance across 14 parks, and staff recommended renaming the department to better reflect its functions. The council voted unanimously to approve the name change.
Doyle also presented a recommended $95,000 contract with Williams Architects for phase 2 of the Recreation Strategic Plan. The phase includes community engagement, funding/partnership strategies, fit plans and probable cost estimates for priority sites (Stephanie Tubbs Jones community building quadrant and Thornton Pike Park Ice Arena) with an expected 12‑month schedule (kickoff May 2026, deliverables May 2027). Council and finance committees supported the award and approved the contract on emergency first reading.
