Chief Sweeney described the work as a feasibility‑oriented master plan rather than construction documents: "We're asking them to take a hard look at the building and evaluate, does it make sense... to renovate it, make it work for us, or does it make more sense to go a different direction." Council member Moore and committee members emphasized avoiding previous assumptions that renovation would be cheaper than new construction and asked the study to explicitly examine both paths. The item passed unanimously under suspension of rules.
