State outlines Health Premium Credit and open-enrollment steps for 2026 plan year

Management and staff from the Office of Employee Health, Wellness, and Workers’ Compensation told the State Employee Health Commission that 7,546 individuals are eligible for the 2026 Health Premium Credit Program (HPCS), which takes effect July 1, 2026. Staff said completion data has been loaded into a PRISM sandbox and will move into PRISM production after testing with the Office of the State Controller and payroll teams; automation for the 2027 program is being developed.
Officials reviewed member-facing communications used for the first PRISM open enrollment: a postcard home mailer, a PRISM lunch-and-learn on April 30 for human resources staff, and how-to guides for employees. Staff noted that new plan documents and an updated alphabetical Benefits Specialists list will be posted to the website before the new plan year. They also reminded members that open enrollment ran May 4–15 and that plan changes take effect July 1; Anthem ID cards reflecting decreased co-pays and a Carrum Health customer-service number will be issued to subscribers before July 1.
The presentation emphasized ongoing testing and data integration work and the planned automation of Health Premium Credit reporting into PRISM for 2027. Commission members were advised where to route member concerns to staff and vendor contacts for follow-up.
