Commission approves 3% premium increase and plan design changes for July 1, 2026

The State Employee Health Commission voted to implement a 3% premium increase and a set of plan design changes for the State of Maine Health Plan, to take effect July 1, 2026. Labor Member Lois Baxter moved the package; Labor Member Nathaniel Zmek seconded and the motion passed despite oppositions from Management Members Kelly John and Frank Wiltuck and an abstention by Management Member Olivia Alford.

The Plan Design committee, supported by Lockton’s analysis, recommended the increase after projecting a 9.6% working rate based on claims through December 2025 while noting the statutory maximum rate change (Consumer Price Index + 3%) would equal 5.7%. The adopted changes maintain single/family deductibles at $800/$1,600, coinsurance at 15% and single/family out‑of‑pocket maximums at $3,750/$7,500; they reduce the primary care physician copay to $25 and specialty physician copay to $45. Prescription copay reductions include a generic copay to $15, preferred brand to $40 and non‑preferred brand to $70, while specialty copay remains 25% up to $200.

The motion also implements Virta Responsible Prescribing with required program engagement to maintain GLP‑1 prescriptions and RazorMetrics Formulary Optimization. Lockton noted an estimated 27% increase in stop‑loss costs and an Anthem administrative fee of $32.90 per employee per month; the Office of Employee Health, Wellness and Workers’ Compensation administrative fee of $7.50 per employee per month is also included in planning assumptions.

The Commission’s roll call did not enumerate all yes votes in the minutes; the transcript records Kelly John and Frank Wiltuck opposed and Olivia Alford abstained, and the motion was recorded as approved.
