Hull also requested a waiver of advertisement in Greene County to permit negotiating a three‑year short‑term lease with the incumbent landlord while the state conducts a competitive procurement for a long‑term lease. He said the incumbent landlord previously won the long‑term award but encountered construction cost increases; the short term lease avoids imposing a financial hardship while procurement proceeds. Both items were approved by voice vote.
