Director Louis Luchini requested a one‑year extension to the Lottery contract to allow BABLO time to complete an RFP, allow bidders to analyze and respond, and provide roughly one year for system conversion for the winning bidder. Commissioner John Schneck moved to approve the extension, Commissioner Julie Sheehan seconded, and the motion passed unanimously by roll call.
Deputy Director Michael Boardman and Director Luchini explained that rulemaking would begin for two games — Millionaire for Life and Powerball X's and O's — to ensure regulatory frameworks align with product launches. Commissioner Sheehan moved to start the rulemaking and Commissioner Schneck seconded; the motion passed unanimously.
