State Liquor and Lottery Commission approves minutes, reviews March sales and rulemaking schedule

The Maine State Liquor and Lottery Commission met virtually on April 14, 2026. Chair Elizabeth Fitzgerald called the meeting to order at about 10:00 A.M., and Commissioners Julie Sheehan and John Schneck moved and seconded approval of corrected minutes for the Feb. 10 and March 10, 2026 meetings; the roll call vote was unanimous.
Director Louis Luchini presented March 2026 sales and year‑to‑date comparisons for the liquor operation. March cases sold were 96,594 compared with 93,662 the prior year (up 3.13%); March dollar sales were $16,532,916 versus $16,260,240 (up 1.68%). Year‑to‑date cases sold were 1,023,609 versus 1,060,402 last year (down 3.47%), and YTD dollar sales were $176,834,978 versus $184,852,090 (down 4.34%). Luchini also summarized spirits operating profit and profit transfer figures for FY26 versus FY25.
Luchini and Division Manager Devon Cook reported on the rulemaking schedule: adoption postings for chapters 104 and 107 are complete, and open rulemakings remain for chapters 2 and 5 (the latter covering spirits pricing process and the appeal process). A public hearing for chapter 2 is scheduled at BABLO on Friday, April 17.
