RUSO Regents approve multimillion-dollar facilities upgrades at East Central University

Regent Amy Anne Ford, presenting the Facilities Stewardship Committee recommendations, moved the motions that the board approved. The Elvan George project budget was increased from $1,551,167.24 to $2,348,217.00 to cover larger locker sizes and unexpected structural and mechanical items discovered during demolition; funding is from ECU Foundation funds. The board also approved a change order and increase for parking lots and roads from $771,395.00 to $831,423.00 (foundation funds), bids and contracts for replacement of approximately 3,750 linear feet of chain-link fence (not to exceed $150,000, Deferred Maintenance Fund 295), a Parker tennis court remodel adding pickleball (not to exceed $295,000, foundation funds), and a full roof replacement at Linscheid Library (not to exceed $750,000, insurance proceeds). The motions were moved by Regent Ford and seconded by Regents Kupiec or Carpenter as recorded; each motion was approved unanimously.
The board also ratified an emergency approval granted December 8, 2025, by Board Chair Jane McDermott to repair Stadium Apartments parking and access roads. The December emergency action — prompted by damage from heavy construction equipment during the Stadium Apartments renovation — will be funded by $771,395 of unrestricted ECU Foundation funds, and the university accepted the lowest responsible bid after a competitive process.
Board members asked for and received project funding sources and procurement method details during the Facilities report. No dissenting votes were recorded; all motions in the ECU facilities package passed unanimously. The Facilities Stewardship Committee and university staff will proceed with bid, award and contract steps as authorized by the board.
