She outlined primary funding sources — VOCA, state Health and Human Services and local fundraising — and detailed contributions from neighboring cities (Rockwall ~$37,000; Heath ~$7,000; Faith ~$20,000). Council indicated support for the recommended $6,160 allocation and asked staff to confirm neighboring-city contributions as part of final contract terms.
