Salvation Army representative Bernard (Sergeant) Tolan described the homeless‑prevention and rental‑assistance program that had requested $23,600; after discussion council moved to increase that allocation to $32,000 (to better match prior-year support) while keeping the police downtown safety request at $12,000. The council also retained $99,000 for accessible sidewalks and crosswalks and moved a previously proposed downtown‑streetlights line into a $121,600 alley‑reconstruction allocation (consistent with prior Council precedent to fund alleys through CDBG). Administration funding was set at $34,925.
The mayor explained a 15% cap on public‑service allocations factored into the math that limited upward adjustment of the Salvation Army figure; after a brief recess to confirm legal and program constraints, council adopted the amended exhibit to the resolution and approved the plan unanimously 6–0. Staff will submit the plan to HUD and follow HUD’s environmental-review and procurement processes before issuing notices to proceed.
Next steps: Staff to submit the amended annual action plan to HUD for approval, prepare required environmental documentation (HUD review estimated around 90 days), and set up subrecipient contracts and monitoring.
