Pastor Cassin Huddleston asked the council to fund Harvest Life Ministries with a $20,000 community-service grant to support an existing care-portal partnership that the pastor said has helped children and families in Rowlett for 24 years.
Huddleston described local results: "just in the city of Rowlett, we have assisted 52 children" and regionally Freedom Place has met "95 requests, which equates to about 220 children" with an estimated regional economic impact of "$65,005.54." Council members pressed for fiscal clarity after a question about the prior year’s tax filing and what portion of revenue went to salary; Huddleston said that grant funds for this program "will go 100% to yours" (to Rowlett services) and that he was forming a separate nonprofit to administer the children’s program outside of church accounts.
Councilors noted they were comfortable funding programs that demonstrably serve Rowlett residents but asked staff to ensure award conditions and reporting requirements are incorporated into the agreement to prevent mission drift. The council majority indicated support for the $20,000 allocation during the work session; staff will prepare a contract and financial reporting terms before final execution.
