Rowlett manager integrates added police pay increases into proposed FY26 budget

City Manager Smith Wade told the Rowlett City Council at its Aug. 4 work session that staff has incorporated additional police pay enhancements into the proposed FY26 budget.
"I authorized a couple of enhancements through the budget development process, a $120,000 to direct salary enhancements, as well as additional $10,000 to the assistant chiefs," Smith Wade said, adding that an additional $15,000 request had been integrated into the current budget model. He said the allocation "goes across the rank and file as determined by the chief in conjunction with his command staff and input from the association." The manager framed the added amount as contingent on council support and said it can be changed if council objects.
Council members voiced support during the session and asked for clarity about internal allocation. Mayor Al asked where the additional $15,000 would be distributed within the department; Smith Wade repeated that the chief, command staff and the association would determine distribution. No formal budget vote occurred at the work session; the enhancements remain under consideration as staff finalizes the FY26 proposal.
The matter will be acted on through the regular budget adoption process; no binding appropriation was made during the Aug. 4 workshop.
