Council authorizes CMAR selection process and supplemental funds for downtown design
Summary
Council approved beginning a CMAR quality-based selection for the Downtown Infrastructure Project and approved a supplemental appropriation to cover remaining contracted design services for the downtown work.
The Committee of the Whole agreed to proceed with a Construction Manager at Risk (CMAR) quality-based selection process for the Downtown Infrastructure Project (Ordinance 26-025). Service Director Matt Hiscock told Council the CMAR process would allow the city to rank qualified firms, negotiate a guaranteed maximum price, and then return to Council for authority to enter a CMAR contract; no dollars were obligated in the authorization itself.
Separately, Hiscock requested a supplemental appropriation of $1,184,128 to cover remaining design services for the Downtown Infrastructure Project (Ordinance 26-024). He said an original consultant agreement was trimmed from about $3.2 million to $2.8 million after scope revisions and that an administrative error returned previously encumbered funds to balances; re-appropriation is needed to meet the existing contract obligations. Council moved both items forward to allow procurement and design work to continue.
