Council advances 28% first-year water rate increase; average household up $9.12/month

Testa described the increases as necessary to cover operating costs, planned capital replacement and to meet financial covenant targets.
Council discussed timing and the relationship between water and sewer billing; staff noted sewer charges are tied to water usage and that the multi-year outlook balances near-term needs with long-term capital planning. Council Member Tom Stugmyer moved the water ordinance to third reading; final adoption was not taken at this meeting.
