Rowlett City warns utility and refuse customers of rate increases tied to supplier contracts

City Manager David Hall told the council the utility fund faces supplier-driven rate increases that staff partially pass through to customers. He said the water district initially proposed a 9% increase (possibly tempered to 7%) and that the City of Garland, Rowlett's wastewater supplier, is implementing a 10% increase in FY26. "We expect a total increase on someone using 7,500 gallons of water to be about $11.51," Hall said.
Hall also said changes to the refuse contract and inflationary adjustments will mean a roughly 10% increase in residential solid-waste rates and an 11% increase for commercial accounts. He noted the city has tried to apportion increases across funds and emphasized staff will continue to monitor supplier actions and return with details as needed.
