Council holds second reading of 4% pay raise for non‑bargaining employees

Reading City Council on Feb. 17 took up the second reading of an ordinance that would grant a 4% pay raise to certain non‑bargaining employees, including part‑time and nonunion office staff. Council did not vote on the measure and declared it a second reading only.

Council Member Katie Eadicicco said the proposed 4% raise “is equivalent to what has already been increased in our bargaining employees too,” framing the ordinance as a parity adjustment. Council Member Mr. Powell said he wanted to review the next month’s earnings‑tax report before supporting passage. Mr. Bronner questioned how a “pay period five” stipulation would affect retroactive pay; Safety Service Director Patrick Ross said he did not want to speak for the Law Director but expected a possible amendment at a later reading to clarify retroactivity.

The ordinance includes an Emergency Clause, which Council members explained would allow the ordinance to take effect immediately once adopted rather than waiting the usual 30‑day period. President of Council Kevin Mattscheck clarified that an Emergency Clause does not replace required readings, saying it permits immediate effect when the ordinance ultimately passes.

Next steps: the ordinance remains at second reading and Council signaled it will revisit the measure at a subsequent meeting after reviewing additional financial data and any needed drafting adjustments.
