FRENSHIP ISD trustees on Thursday approved staff’s recommendation to submit an estimated $920,000 compliance cost to the Texas Education Agency for retrofitting school buses with three‑point seat belts under Texas Senate Bill 546. Farley Reeves, who presented the item for administration, told the board the law took effect Sept. 1, 2025, the TEA submission deadline is May 29, 2026, and districts must complete installations by Sept. 1, 2029.
Reeves summarized the district’s fleet and cost assumptions. “FRENSHIP ISC has 94 total buses. Of those 94 buses, the district owns 20,” he said, and added that a mix of district‑owned and contracted buses would be considered in the submission. Reeves said retrofit costs vary by bus size and estimated a maximum retrofit cost of $26,000 per bus, producing the $920,000 figure the board approved submitting to TEA. The presentation noted some buses are contracted through Durham Transportation and that long‑term replacement or negotiation of retrofit responsibilities will be addressed in future contracting. The motion to submit the estimated cost passed after a motion recorded as coming from Sean Vincent and a second from Tyler Haines; the chair announced the motion carries.
