The Crestview Community Redevelopment Agency voted unanimously to waive the CRA code-compliance grant requirement for three competitive quotes so repairs can begin at the Arts and Learning Center.
City Manager (speaking for staff) told the board the council previously awarded the remodel to Shepherd Development LLC and the original bids totalled $126,650 for general work plus a $43,000 electrical quote, “bringing the total project cost to $169,650.” During demolition the contractor discovered substantial termite and structural damage; a structural assessment produced a revised life-safety repair estimate of $145,800. Staff said the property owner applied for the CRA code-compliance grant to cover 50% of required improvements (about $72,900) and requested an exception to the three-quote rule because the contractor had already been competitively selected and work had begun.
Board members asked how much the city had invested to date and how the construction timeline affects the lease terms. Staff member Jessica said the electrical work had started but that the city’s investment remained “the dollar amount previously approved,” and that the lease does not cover major structural improvements; staff are negotiating additional time with the owner once a construction timeline is clearer. The board then moved to waive the three-quote requirement and carried the motion unanimously.
The board’s action allows the CRA grant reimbursement process to proceed while staff work with the owner and the selected contractor on the repair schedule.
