The Crestview City Council voted unanimously to adopt Ordinance 2017, a franchise agreement with the Okaloosa Gas District that authorizes the utility to install, operate and maintain natural-gas transmission and distribution facilities within city rights-of-way. The council approved the ordinance on its second reading by a 4-0 vote after a staff presentation and no public comment.
A city presenter told the council the ordinance largely continues the previous franchise but “modernizes the language and provide[s] some operational details on things like construction and permitting for repairs.” Councilmembers asked no substantive policy questions during the hearing. The presiding officer called for public comment and, seeing none, moved to a vote. The motion carried 4-0 (mover: Mr. Hayes; second: Miss Allison). The ordinance, as read by the city clerk at the hearing, provides for termination provisions, repeal of conflicting codes, severability and an effective date.
The hearing record shows no objections from residents and no requests for additional amendments at adoption. The council did not attach new financial obligations to the city as part of the vote; staff characterized the measure as continuation and clarification of the existing franchise.
