BLM reports vault‑toilet project, permit gains and Wave lottery enforcement

Alan also reported paid-permit sales for Wire Pass and Buckskin trailheads were up about 8% in March and April when compared 'between 25 and 26' (as stated in the meeting).
Alan described problems with the Wave daily lottery, saying some applicants submitted multiple applications per day and that staff disqualified 15 individuals and 54 applications after review. He said the pre-contact station opened in mid‑March and recorded about 800 visitors in March; the revenue from permits supports on-site services including toilets and cleaning.
