Water usage and water rights were central concerns in the planning commission’s review of the proposed car wash on Parcel RT 32-5. Erin said the proposed reclamation system "would use 8 to 18 gallons per wash compared to 20 to 200 gallons," and also referenced chart figures showing monthly and annual totals; she added staff expects applicants to clarify water shares within the five-year start window.
Scott, a staff member, told commissioners the city plans for commercial and residential growth with wells and tanks and that the applicant will be required to submit "paper water" documentation and to satisfy staff that the city has capacity before permits are issued. Commissioners requested that staff clarify whether current supplies and pump capacity could support the projected use; one commissioner noted about "an extra million gallons of water per year" as a rough capacity estimate. Staff also emphasized that reclamation could reduce demand (staff repeated the applicant’s claim that a reclamation system could save up to 50%), but flagged that final verification would occur during site-plan review and permitting.
