Commission reviews absentee and provisional ballots; several provisional ballots rejected

County Clerk Brenda Wiseman presented four absentee ballots that arrived after election day during the canvass on May 18. Commissioner Chris Siler moved to “approve and accept the 3 absentee ballots that were received on May 13, 2026”; the motion passed unanimously. Commissioner Siler separately moved to not accept the one absentee ballot received May 14, 2026; that motion also passed unanimously.
The Commission reviewed provisional-ballot envelopes precinct by precinct. In Early Voting in Elkins the panel reviewed two provisional ballots: one was rejected because the voter cast the wrong party ballot, and one was accepted because the voter had requested an absentee ballot but did not receive it. In Mill Creek one provisional ballot was rejected because the voter was not registered. Precinct 25 produced two provisional ballots: the Board accepted one because the voter was a poll worker and rejected one because the voter was not registered in Randolph County. Precinct 150 returned five provisional ballots; the Commission voted to not accept all five (reasons included voting in the wrong precinct and not being registered). Similar registration/precinct-reason rejections occurred for Precincts 200 and 215.
Each provisional decision and absentee ruling was moved by Commissioner Siler and recorded as passing unanimously. The transcript shows the Commission followed standard canvass practice of reviewing each provisional envelope, documenting the specific reason for acceptance or rejection, and entering accepted ballots into the official totals.
