County approves Mitch Road bridge engineering agreement and two highway maintenance allocations totaling about $2.67M

The Franklin County Board approved multiple road- and bridge-related actions at its Jan. 20 meeting, including an engineering-services agreement for the Mitch Road Bridge and two separate maintenance allocations that together total roughly $2.668 million.
Chairman Neil Hargis introduced a Local Public Agency Engineering Services Agreement with Lochmueller Group for Section 25-019128-00-BR (Mitch Road Bridge replacement in Goode Township); Curtis Overton moved to approve and Angela Evans seconded. The board voted unanimously to accept the agreement, recorded as Agreement No. 2026-01.
The board then approved a $1,225,000 Resolution for Maintenance under the Illinois Highway Code for Section 26-00000-00-GM (Resolution No. 2026-41) on a motion by Brad Wilson, seconded by Kevin Weston. Separately, the board approved Local Public Agency General Maintenance for Section 26-00000-00-GM in the amount of $1,443,300 after County Engineer Matt Barnett explained these are annual motor fuel tax allotments and that one figure is strictly motor fuel tax while the other includes additional funds. J. Larry Miller asked whether townships submit applications for repayment; Matt Barnett said townships perform the work and are invoiced, with the county acting as an account for those funds.
The board also approved a Joint Funding Agreement for state participation on Peach Orchard Road (Section 25-00200-00-BR) on a motion by Ray Minor; that agreement was recorded as Agreement No. 2026-02.
