Lincoln County commissioners approved Agreement 1621 on Feb. 17, accepting a $5,000,000 grant from the New Mexico Department of Finance and Administration to construct an indoor shooting range component of the proposed Sierra Blanca Regional Public Safety Training Center.
Planning staff described the scope as a four-lane, 100-foot indoor range that would provide year-round recreational use for the public while reserving time for law-enforcement training. Ross Coleman explained the agreement contained an apparent reversion-date error dated June 30, 2026; staff agreed the correct reversion date should be June 30, 2027 and approved the agreement with the corrected year.
Treasurer Sherrie Huddleston reviewed comparable facilities and estimated annual operating costs of approximately $443,000, though she said revenue projections from fees and memberships had not been developed. Commissioners asked staff to research insurance and revenue models before moving to construction and operating plans.
