The Knox County Board approved Mary Davis Home Performance Contract Payment Request #7 for $274,185.99 on Jan. 28, 2026. Member Samuel Cohen moved the payment and Joshua Kramer seconded; roll-call vote was 11-2, with Members Pamela Davidson and Cheryl Nache voting no.
Cohen said total completed and stored to date is $1,551,576.44 against an original contract price of $3,069,855.53. Member Pamela Davidson asked whether the paperwork tracks work 'from the beginning' rather than only recent submissions. Cohen and staff said applications, invoices, retainage schedules and continuation pages documenting prior periods have been provided and that recent payments have included photographs of stored materials. Chair Jared Hawkinson said the packet includes the required materials and noted that photographs of stored materials were a recent addition to support payments.
Supporters said the documentation conforms to contract requirements; opponents pressed for more complete historical traceability of early records. The motion passed and the county will issue the payment as approved.
