The Cumberland County Board of Supervisors voted on Jan. 13, 2026 to adopt a comprehensive set of by-laws intended to govern board operations, meeting procedures and committee appointments.
The adopted by-laws define meeting types and quorum rules, lay out officer duties including the chairman's authority, and prescribe minute-taking and audio-recording practices. County Attorney Kemper Beasley clarified questions about the posted draft after Supervisor Hamlet asked why the version had been circulated at the request of a single board member. The motion to adopt the by-laws carried unanimously (aye votes recorded for Newman, Tyree, Stimpson, Saunders; Hamlet voted aye on final adoption), and the full text will be part of the official minutes and posted per board procedure.
