Council Approves Settlement with Francis Cole, Adds 120-Day Completion Requirement

The Lilburn City Council on Jan. 12 approved Contract No. 2026-01, a settlement agreement with Francis Cole that carries no fiscal cost to the city. City Manager Jenny Simpkins presented the settlement terms to the Council.
During the work session and again during the meeting Councilmember Christina van Maanen proposed an amendment to add to the end of paragraph No. 5 the following language: "These conditions must be completed within 120 days of Council approval." Van Maanen read that amendment into the record and the Council approved the amendment and then the amended contract on a 4-0 vote.
The amendment establishes a firm completion timeline for the conditions in the settlement; staff will track completion and report back to the Council as required.
