Project Manager David Kelly presented the third update on the Facilities Master Plan, reporting updated cost estimates (adjusted for escalation through 2030) for Concept B and a paramedic facility. He said the Election Code §9212 fiscal impact study prepared for FORF is posted on the town website and that the RFQ for an affordable‑housing development partner and an RFQ for architectural and engineering services were issued, with Statements of Qualifications due April 3.
Kelly said staff expects to review SOQs, conduct interviews, and work toward negotiating scopes of work for selected firms, with the earliest Council action on professional services likely in June. He also noted the need to hire subconsultants to complete CEQA analysis and that timing is tight if the town intends to place a measure on the November ballot. No formal action was taken.
