Public commenters press commission to protect farmland, define 'dual use' and raise safety concerns

During public comment several residents urged the commission to sharpen protections for agricultural land and to define clearly what constitutes true agrivoltaics or dual use so developers do not lease large tracts and convert productive acreage to solar. Carol Black recommended using Washington State Department of Agriculture and USDA Farm Service Agency data to identify farmland of state significance and suggested prohibitions used in Grant County (for example, no solar on irrigated land) as potential models.
Other commenters, including Julie Clarkson Gulick, raised safety concerns about battery and panel fires, urged larger setbacks in some cases up to 1,500 feet, and recommended specifying higher-quality materials so the county does not attract lower-cost, higher-risk installations. Commissioners acknowledged these concerns, requested that staff collect supporting literature, and said public submissions would be distributed to the full commission for the next meeting.
