Tom Jordan explained Ordinance 50-2025 is a re-submission of the community-reinvestment-area ordinance originally adopted as Ordinance 27-2019 and implements Ohio Revised Code sections 3735.65–3735.70. Jordan told council the resubmission includes an accurate map and the required three readings, and that the city intends the entire municipality to be included in the CRA, with certain areas grandfathered so single‑family homes in those developments may still qualify for abatements through Jan. 1.
He said, "The entire city is within the CRA," and explained that when the package is sent to the State of Ohio after adoption, the state may request clarification. Jordan said this resubmission is procedural to ensure the ordinance complies with state requirements and noted that after January 1 some areas will no longer be eligible for abatements for newly built single-family homes. Council received the first reading; no final action was taken at this meeting.
